Phillip has worked in international development, labour issues and health for 35 years. He has been based in SE Asia for 16 of those years, including Vietnam, Laos and Cambodia.
He was Executive Officer of the international development agency Union Aid Abroad – APHEDA, from 1990-2001, Country Manager Laos based in Vientiane for APHEDA 2002-2006 and Mekong Regional Manager APHEDA 2009 – 2013 based in Hanoi, Vietnam.
Phillip worked for the United Nations International Labour Organisation (ILO) 2013-2016 as Chief Technical Advisor Industrial Relations Project Vietnam, and again from 2021-2023. He has also worked as OHS Coordinator for the Australian Manufacturing Workers Union for several years.
Phillip has been working on asbestos hazard awareness and eliminating asbestos related diseases in Asia for many years including in his current position, coordinating the Eliminating Asbestos Related Diseases Program for APHEDA in Southeast Asia. He was made a Member of the Order of Australia for asbestos eradication advocacy in June 2025.
Phillip holds a Master’s in Adult Education, Degree in Agricultural Economics and Graduate Diploma in Communications.
